Business rule
A specific, practicable, testable directive under the control of the business, which guides behavior or a decision. An example is a limit above which a second person must approve. It holds whether or not a particular solution is built. It is not a requirement. A requirement is a usable representation of a need a solution is expected to meet, though a requirement may exist so that a solution upholds a rule. It is not an acceptance criterion, which checks a story, a requirement, or a service.
