Business requirement
A requirement that states the goals, objectives, and outcomes for why a change has been initiated. It can apply to the whole organization, a business area, or one initiative. It is not a stakeholder requirement, which states what a stakeholder needs so those outcomes can be achieved, and it is not a functional requirement. It is not a user story. A story may represent part of the need and remains a work item.
